Uttarakhand Chief Minister Pushkar Singh Dhami has hailed the Uttarakhand Government Asset Management System (UK-GAMS) receiving the Prime Minister’s Excellence Award, calling it a matter of pride for the state.
Recognition of Innovative Governance
The award recognizes UK-GAMS’s contribution to transparent and accountable administration, showcasing how technology and innovation can improve governance and public welfare. CM Dhami expressed his intention to expand the system’s use to further enhance digital, transparent, and accountable governance in Uttarakhand.
UK-GAMS: An AI-Powered Solution
UK-GAMS is an AI-based geospatial monitoring system that addresses challenges related to encroachment on government lands and lack of transparency and accountability. It uses high-resolution satellite data and an in-house developed AI model to digitize, geo-fence, and monitor government assets.
Addressing Past Challenges
Before UK-GAMS, the lack of organized records and inter-departmental communication hampered timely detection of land misuse and encroachment. UK-GAMS integrates all departments onto a single digital platform, improving efficiency and transparency.
Significant Achievements
Over 66,000 government assets across Uttarakhand’s 13 districts have been digitized and added to the UK-GAMS platform. The system has identified 188 land use changes, prompting necessary action from concerned departments. This has increased transparency, stopped unauthorized constructions, and accelerated administrative action.
Team Effort and Leadership
The success of UK-GAMS is attributed to the Uttarakhand Space Applications Centre (USAC) team of scientists, led by Director Nitika Khandelwal, who received a certificate of appreciation for her outstanding contribution. The ground-level implementation involved training over 6,600 field officers and 1,000 departmental supervisors from various departments and autonomous bodies.
A Model for Other States
The award underscores UK-GAMS’s potential as a model for other states and sectors, showcasing how AI and satellite technology can secure public assets, increase transparency, and strengthen governance. The system’s success in Uttarakhand sets a national example for effective asset management and digital governance.
